
The School of Management and Entrepreneurship (SME) of Biliran Province State University continues to strengthen its commitment to community engagement and educational empowerment through its extension programs, marking significant milestones in its partnership with local secondary schools.
The initiative traces its roots to Project UGMAD (United Governance that Molds Academic Dimensions), which began in 2019. The project was first envisioned by Mr. John Oswald Caro, who aimed to support the academic and personal development of students from Tabunan National High School. In pursuit of this vision, a partnership was established with Biliran Province State University – School of Management and Entrepreneurship, under the leadership of Dr. Mafel A. Piol, Project Leader. Through this collaboration, a series of innovative learning activities and skills-development programs was conducted to equip students with competencies essential for future employability.
Recognizing the initiative’s positive impact, Almeria National High School adopted the model in 2024 through Project PAKIGBISOG, led by Ms. Juliene Ejorcadas, who initiated the partnership to implement Project UGMAD within the institution.
The meaningful collaboration between SME and its partner schools has resulted in notable recognitions. On August 16, 2024, the School of Management and Entrepreneurship received the Champion Partner Agency Award from Tabunan National High School, under the leadership of School Head Mr. Patricio P. Laurito Jr., in recognition of the university’s contributions to student development and community engagement.

Continuing this momentum, SME celebrated another milestone after one year of partnership with Almeria National High School, receiving the Champion Stakeholder Award during the Almeria National High School Pasidungog 2026 held on March 6, 2026, under the leadership of School Principal Mr. Jesus Isaac Mangco.
These recognitions highlight the university’s dedication to fostering collaborative partnerships that enhance learning opportunities beyond the classroom and contribute to sustainable community development.

The School of Management and Entrepreneurship expresses its sincere gratitude to University President Dr. Victor Cañezo Jr. for his unwavering support for the university’s extension initiatives. The school also extends its appreciation to Mr. Junard S. Carreon, SME Extension Service Chairperson, for his dedication and hard work in strengthening extension projects and their impact, partner institutions, faculty members, and students, whose commitment and collaboration made these achievements possible. Through initiatives like Project UGMAD and Project PAKIGBISOG, Biliran Province State University continues to demonstrate its mission of promoting inclusive education, community empowerment, and sustainable development.
