The Biliran Province State University (BiPSU) Extension Services Office successfully held a Consultative Meeting and Memorandum of Agreement (MOA) Presentation with the Community Forestry Program – Beneficiaries Association (CFP-BA) on June 11, 2025, at the Barangay Hall of Villa Vicenta, Caibiran, Biliran.

The MOA presentation was led by Dr. Alvin L. Ampong, Director of the Extension Services Office, and Mr. Martin C. Rosete, President of the People’s Organization – CFP-BA. Also in attendance were members of the People’s Organization, who actively participated in the discussions, demonstrating their strong support and commitment to the partnership.
The agreement formalizes the collaboration between BiPSU and CFP-BA in implementing extension-mandated and priority programs, particularly the establishment and management of the Small Water Impounding System (SWIS) at Sitio Kapatagan, Brgy. Kalipayan, Culaba, Biliran Province. This project is part of BiPSU’s Integrated Community Extension Services Program (ICESP), which promotes sustainable agriculture, improved water access, and climate-resilient development in upland communities.

The successful consultative meeting served as a platform for transparent dialogue, role clarification, and the strengthening of collaborative efforts between the university and the community.
