Biliran Province — 2024. In a powerful demonstration of its unwavering commitment to uplifting rural communities, Biliran Province State University (BiPSU) has rolled out extensive financial capability-building assistance for farmers and fisherfolk through a wide-reaching series of Financial Literacy Trainings held from July to October 2024.

The program, spearheaded by the BiPSU Extension Services Office in partnership with the Land Bank of the Philippines Countryside Development Foundation, Inc. (LCDFI), reached an impressive 3,475 beneficiaries from multiple barangays across Kawayan and Caibiran, Biliran.

This major initiative stands as a clear form of financial assistance, empowering local communities by equipping them—especially farmers and fisherfolk—with the essential skills needed to build financially and socially sustainable livelihoods and small enterprises. Participants gained practical tools for managing their resources, making sound financial decisions, and building resilience against market and agricultural uncertainties—critical elements for long-term economic stability.

In alignment with LCDFI’s mission to strengthen rural socio-economic conditions, the training covered key topics such as responsible credit use, agricultural value chains, entrepreneurial mindset development, and strategic financial management. The sessions were delivered by two teams of highly qualified BiPSU faculty from both the Naval and Biliran campuses, including Novie Sales, Allan Bacalla, Norman Andales, Jeruel Espinazo, Jeremy Balondo, Christian Ulysses Cagasan, Glenn Gumba, and Candelito Belocura, Head of Continuing Education.

BiPSU Extension Director Dr. Alvin L. Ampong expressed heartfelt appreciation to all partners and personnel involved in the successful rollout of the program.

“By improving the financial management capacity of our farmers and fisherfolk, we are not only empowering them as individuals—we are strengthening the economic backbone of our rural communities,” Dr. Ampong stated. “This initiative enhances their ability to operate sustainable livelihoods and move toward long-term financial independence.”

Dr. Ampong also expressed appreciation to University President Dr. Victor C. Cañezo, Jr., Mayor Atty. Manolo Rubi of LGU Kawayan, and Mayor Rhodessa Delante of LGU Caibiran for their unwavering support in advancing BiPSU’s mission to deliver transformative, inclusive, and community-centered services.

Throughout the training series, invaluable support was also provided by faculty facilitators Dr. Teotima A. Ampong, Julie Anne A. Arnejo, Daryl Carl M. Balondo, Jhanna Mariel A. Merino, Melvie Joy M. Palahang, and Edcel Mae Corrong, who ensured smooth implementation and participant engagement.

The 2024 Financial Literacy Training stands as BiPSU’s solid and verifiable evidence of providing direct financial assistance through education, reinforcing the development of sustainable local enterprises and building stronger, more resilient communities across Biliran Province.
